Hong Kong regulators select 36 agentic-AI finance pilots to test “AI overseeing AI”

Thirty financial institutions and 27 technology partners will test agentic AI across onboarding, payments and customer interactions in the first GenA.I. Sandbox++ cohort.

The Hong Kong Monetary Authority, Securities and Futures Commission, Insurance Authority and Mandatory Provident Fund Schemes Authority announced the first GenA.I. Sandbox++ cohort on 27 August. They selected 36 use cases involving 30 financial institutions and 27 technology partners from nearly 100 proposals. Technical trials are due to begin later this year on a platform operated through Cyberport’s AI Supercomputing Centre.

This cohort focuses on agentic AI rather than content generation alone. The announced tests include end-to-end onboarding, payments, insurance claims and customer interactions. They will also extend the “AI versus AI” approach by examining whether one AI layer can dynamically oversee actions taken by other AI applications.

Why brokers should pay attention

Brokers and trading platforms process identity checks, suitability assessments, source-of-funds reviews, sanctions screening, payment instructions and customer complaints. Agentic AI may connect several of these tasks into automated workflows, but longer chains can also amplify errors or allow systems to act beyond intended permissions.

An oversight model can become a control layer, yet it cannot replace named human accountability, approval thresholds and a reliable stop mechanism. A model that monitors another model may share the same data defect or design assumption.

A sandbox is not regulatory approval

Selection means a project has entered controlled testing. It does not confer a licence, approve a product for public use or confirm that a model is safe for production. The March joint circular opened the programme to banks, licensed insurers and brokers, MPF trustees and intermediaries, SFC-licensed corporations and stored-value-facility licensees, with GPU resources, technical support and targeted supervisory guidance.

Governance questions for trading firms

Firms need to identify who owns every action an agent takes and whether the complete decision path can be reconstructed. Access to customer data, trading permissions and payment interfaces should follow least-privilege rules. Low-confidence results, conflicting data and high-risk cases need mandatory human escalation.

Model or prompt changes by technology partners require renewed validation. Independent rules, sampling and emergency shutdowns should remain available if the oversight AI fails. Cross-border use also requires clear contractual responsibility for confidentiality, data location and third-party processing.

TraderVote view

Sandbox++ moves the industry question from whether AI can answer to whether it can act, who supervises it and who remedies harm. The 36 projects remain trials; deployment decisions and measured outcomes have not yet been announced.

For FX, gold and digital-asset platforms, the useful lesson is controlled experimentation: narrow scope, minimum permissions, complete logs, human takeover, independent validation and customer remediation. Without auditable controls, agentic AI may become an operational-risk multiplier rather than infrastructure.
